1. Read each campaign's location targeting and its location option (presence vs presence or interest).
2. For the last 30 days, query clicks, cost and conversions by the user's physical location (country and region), per campaign.
3. Table: campaign, location option, physical location, clicks, cost, conversions, share of campaign cost.
Flag any campaign where more than 5% of cost came from users physically outside my service area. Also flag foreign countries with 10 or more clicks and zero conversions, as these are a common sign of bot or click-farm traffic.
For each campaign set to "presence or interest", propose switching to "presence" (people in or regularly in my targeted locations). Show the change as a preview with the cost it would have saved over the last 30 days, and wait for my approval before applying it.
