Step 1, tracking check: list all conversion actions with category, status, primary or secondary, counting type and click lookback window. Flag any action that is paused, recorded zero conversions in the last 30 days, or counts "every" on a call or lead form action, because leads should count "one". Step 2, campaign report: for each campaign, show cost, clicks, conversions split by conversion action (calls from ads, website calls, form submissions, lead form), total conversions, cost per conversion, conversion rate and the % change from the prior period. Decision rule: mark a campaign RED if cost per conversion is more than 30% above [target CPA] and it has at least 50 clicks. Mark it AMBER if it spent more than 2x [target CPA] with zero conversions. Deliverables: 1. A tracking-health table. 2. A campaign table sorted by cost, with a RED/AMBER/OK column. 3. Three short findings explaining where calls and form leads actually come from.
