Find campaigns that are profitable but held back by their budget, and fund them from weak campaigns. Keep total daily spend unchanged. Use the last 30 days of data. - Google Ads: list campaigns with ROAS at or above [target ROAS] and search impression share lost to budget above 10%. - Meta: list campaigns or ad sets with ROAS at or above target that spent at least 90% of their daily budget on most days. The donors are campaigns on either platform with ROAS below 70% of target and at least [minimum spend] in spend. Deliverable: 1. Recipients ranked by ROAS. Show current budget, lost impression share or spend utilisation, and a proposed increase. Cap each increase at 20%, because larger jumps reset Meta learning and distort Smart Bidding. 2. Donors with their proposed cuts. The cuts must add up to the same amount as the increases. Show every budget change as a preview: entity, current value, new value. Wait for my approval before applying anything. Apply only the lines I approve.
