Confirm that Purchase is primary, and flag secondary-worthy actions such as add to cart or page views that are currently set as primary. 4. Read the conversion settings for purchase actions: counting type (it should be "one" is wrong for purchases, it should be "every"), default value, currency and lookback window. 5. Per campaign, report the number of purchase conversions and the conversion value over the last 30 days. Verdict rule: recommend Target ROAS only where the campaign has 30+ purchases with real values in 30 days and tracking is clean. Dismiss Maximize Conversions or Target CPA recommendations on shopping and PMax campaigns, because they ignore order value. List any tracking fixes needed first. Preview the dismissals and wait for my approval.
