1. Read the current ad schedule and any bid modifiers.
2. Pull the last 90 days by day of week and hour (segments.day_of_week, segments.hour): cost, clicks, phone calls, conversions, cost per conversion and conversion rate.
3. Group the results into blocks: early morning, business hours, evening, night and weekend. Show one row per block with the metrics above and its share of total spend.
Decision rules:
- A block outside business hours with zero conversions after 20+ clicks, or with cost per conversion above 1.5x [target CPA]: propose -30% to -100%.
- A block inside business hours with cost per conversion at least 20% below target: propose +10% to +20%.
- A block with fewer than 20 clicks: leave it unchanged and flag it as low data.
4. Show the proposed schedule as a table (day, start, end, modifier) next to the current one, with the estimated spend that would shift.
