Download the instant form leads for the last 14 days. Count leads per ad set and flag the share with duplicate or invalid phone numbers. When ranking ad sets, use cost per valid lead. 3. Check whether the campaign uses Advantage campaign budget. If it does, propose a campaign budget change instead of ad set budgets. Decision rule: - Cost per valid lead at or below [target CPL] and frequency under 3: increase budget by 20%. - Cost per valid lead above 1.5x target after spending at least 2x target: cut budget by 30%.
