Flag any ad group whose CTR dropped by more than 25% versus the prior period. 4. For ACT items, propose the exact change. Cap budget increases at 20% per step so learning is not reset. Output a table: recommendation, ad group, ROAS current vs prior, purchases, verdict, proposed change.
